Its strength lies not in forcing a single thesis, but in skillfully weaving emotions, identity-driven elements, and practical developmental promises into a holistic world-view. In this narrative, the West—and the United States in particular—is portrayed as an actor whose relationships with weaker states are inherently burdened by the logic of dominance. This includes the struggle for resources, political pressure, the instrumentalization of security, and the selective application of international laws and norms. The purpose of this analysis is not to summarize individual publications, but to identify the recurring pattern of influence they form. This pattern relies on the gradual delegitimization of the West, the normalization of the Chinese presence, and the presentation of a "sovereignty and development" narrative as a shared mission for the Global South. This implies the existence of a carefully designed communication architecture. First, distrust toward the West is cultivated through moral frameworks such as hypocrisy, lawlessness, and hegemony. Subsequently, psychological mechanisms are triggered, including the fear of instrumentalization, resentment toward inequality, and the need for dignity and agency. Only then is a positive identity proposal introduced, centered on the concept of "modernization without westernization," supplemented by a legitimacy package consisting of dialogue, knowledge exchange, and institutional cooperation formats. A vital component of this strategy involves credibility-building techniques. The message is intended to sound like the voice of the region rather than instructions formulated in Beijing. Consequently, it highlights a supposedly "grassroots" dimension of public opinion, utilizes humor and memes as evidence of social awareness, and cites experts and practitioners from the Global South who serve as carriers of local authority. Prologue: Two Messages, One Influence Operation In communications addressed to the Global South, Chinese propaganda rarely operates through a single text. It is rather a narrative package: one element builds emotion and delegitimizes the competitor (the West), while the other provides an attractive alternative (China) and closes the argument. The recipient does not receive a direct "instruction." Instead, they are provided with a set of associations, moral frames, and ready-made interpretations intended to be internalized as their own conclusion. In this logic, the West emerges as a source of risk, while China appears as a potential opportunity. I. Communication Architecture Based on Competitor Delegitimization and Model Promotion The basic blueprint of Chinese propaganda in the Global South is compositionally simple yet effective. It begins with the gradual erosion of trust in the West, followed by the presentation of the Chinese model as an alternative solution. In practice, the message is rarely limited to criticizing the US or the EU; criticism is merely a tool, while the goal is to shift the reference point for development, security, and prestige. The mechanism functions like a funnel. It begins with emotions—indignation, fear, a sense of grievance, or the shame of being "peripheral." The result is a rationalized political decision characterized by distancing from the West, greater acceptance of China, and an increasing tolerance for its institutional, economic, and cultural presence. The advantage of this method is that it leaves the recipient with the impression that they have "arrived at this conclusion themselves." II. The "Voice of the People" as a Tool for Persuasion and Credibility Chinese propaganda frequently builds credibility through a "bottom-up" framing, using social media reactions, memes, irony, and public sentiment as starting points. This is highly effective in regions where audiences are sensitive to official state propaganda but value the "authentic voice" of society. This tactic serves three simultaneous functions: It immunizes the message against charges of propaganda ("this is what people are saying, not the state"). It creates social proof (if so many people react this way, it must be true). It allows political theses to be smuggled in the guise of humor, which lowers the recipient's defenses. Consequently, tools typical of internet culture are transformed into political arguments. The factual accuracy of a joke becomes secondary to its acceptance as a valid diagnosis of the world. III. The Hegemon Frame: The West as a System That Instrumentalizes States One of the most potent narrative axes is the depiction of the West as a hegemon that reduces sovereign states to mere resources and utilities. In this frame, international relations are not a partnership but an extractive market where the more "valuable" a country is deemed, the greater the perceived threat to it becomes. This represents an inversion of liberal intuition, where value was supposed to provide security; in this narrative, value is equated with risk. This imagery is strategically tailored to the sensitivities of the Global South, tapping into colonial memory, asymmetric relations, experiences with sanctions, and conditional pressure. From this perspective, the West ceases to be a "community of values" and begins to function as a mechanism that integrates the weak into a game played on the terms of the strong. Even neutral gestures are interpreted through this logic as manifestations of paternalism or reconnaissance. IV. Selective Legalism and Moral Shaming Another technique is moralization based on the language of international law and the equality of states. The West is portrayed as an actor that declares an adherence to norms but fails to respect them—speaking of partnership while practicing the logic of dominance. This anchors a powerful emotion tied to perceived hypocrisy and injustice. This is not a neutral "dispute over interpretation." It is a delegitimization operation in which the West is reduced to a cynical actor, while the Global South is presented as the morally justified party. Once the recipient adopts this frame, factual disputes lose their significance because the West is seen as inherently untrustworthy. V. Fear as Leverage: "Being Noticed" as a Threat The most practical emotion in this construct is fear—not in the abstract, but as a politically useful sentiment. In this narrative, the source of danger is not just the hegemon's aggression, but the very visibility of the state. A country that gains importance risks being dragged into conflicts of interest, political pressure, or forced alignment. This mechanism reinforces caution regarding cooperation with the West and increases the appeal of neutralism and "strategic autonomy." Simultaneously, it prepares the ground for an alternative partner who promises "respect" and "non-interference." Psychologically, this forms the foundation for the conclusion that the safest strategy is to avoid the West as a source of risk. VI. "Modernization Without Westernization": Identity as a Political Product The delegitimization of the West would be incomplete without a positive counter-proposal. Chinese propaganda offers the idea that modernization is a right for every country and does not require copying the Western model. This is not just a developmental postulate; it is an identity product. The recipient is given moral permission to be modern on their own terms, free from a "civilizational lag" complex. This idea operates on several levels: Psychologically: It bolsters pride and reduces feelings of inferiority. Politically: It provides justification for governance models and public policies that diverge from Western standards. Geopolitically: It legitimizes the choice of China as a partner that "respects the diversity of developmental paths." The underlying message is clear: the West couples modernization with a transformation of values and institutions, while China offers it as a tool for development, not a civilizational project. VII. The Southern "Witness" and the Transfer of Authority To avoid sounding like an external voice, China amplifies messages using quotes and opinions from local experts, officials, and academics. Their function is the transfer of authority. By doing so, the thesis takes on a local character, even if its architecture was designed in Beijing. This reduces suspicion of propaganda and creates an impression of partnership—a dialogue rather than a lecture. VIII. Normalization of Chinese Presence: The Infrastructure of Influence Chinese self-promotion goes beyond slogans. It focuses on the normalization of the "long game," where cooperation is presented as an irreversible process based on institutions, exchange programs, and "intergenerational friendship." When the Chinese presence becomes a permanent fixture of the landscape, the threshold for criticism drops. Over time, concerns regarding political influence or economic dependency are overshadowed by the language of "standard developmental cooperation." IX. "Win-Win" as a Semantic Umbrella The term "win-win" is used as a semantic umbrella to cover conflicting interests. It is a communication technique that disarms questions about costs: who controls supply chains, who sets standards, and what are the political consequences? Under this narrative, criticism is dismissed as Western prejudice or a lack of understanding of local needs. X. The Final Result: Building an "Anti-Hegemonic Consensus" These mechanisms culminate in a shift of loyalty. The goal is not necessarily to make the Global South "pro-Chinese" in every aspect. It is enough to: Frame the West as a moral contradiction and a source of risk. Establish that strategic autonomy requires distance from the West. Position China as the natural partner for "modernization on one's own terms." This shift in the "point of reference" is the most valuable result of the propaganda: it changes not just opinions on specific events, but the entire framework through which the audience interprets the world. By detaching modernity from Westernization, China creates a natural space for its own standards, institutions, and long-term economic presence.
